You can update it yourself, even if the newest version isn't packaged with CMUD. You just need to download the newest sqlite3.dll from http://www.sqlite.org/download.html and overwrite the one in your CMUD directory.

Although honestly, whenever I've used FOREIGN KEY in my database schemas with other databases it just ends up being a slow mess. All it does is try to protect you from yourself and give more error messages if keys and tables don't stay in sync. I just do my own JOINS and not worry about it.
