[1.18]cut/paste vars btwn pkgs doesn't preserve use default
 
Repro:
Make a package A
Make another package B

Make a variable in package A
type 0 in Default
check "Use Default"
select the variable and Ctrl+X

go into package B and Ctrl+V

Result:
Variable in package B has "Use Default" unchecked

Expected:
Variable in package B has "Use Default" checked

Confirms. This actually effects any setting and option value. For example, copy/pasting triggers will reset the trigger options. And it doesn't matter if you move it between packages...just copy/pasting within the same package will also show the error.

Fixed for 1.19.
