Setting up a multistate button

I see from the help files that "In the Create Button dialog, select the Multi-state button radio option, and then enter the number of states (menu items) you want your button to have" but for the life of me, after I select multistate, there is no place to put the number of states. What am I not seeing?

To add a state to a multistate button, click on the "New" pull-down list at the top of the Package Editor window and select "New Button State".
