No avatars exist in the avatar gallery (Accessed from the Edit Profile page). It probably should be disabled unless it's going to be populated.

That is correct. I haven't decided whether to populate it or not. For now people need to upload their own avatars though. But I'm not ready to disable the gallery yet.
